Vocational education and training is a great way to gain new skills and upgrade existing skills. Government subsidies may be available for eligible students.


The Skills First Program makes vocational training more accessible to people who do not hold a post-school qualification, or who want to gain a higher level qualification than they already hold.

To be eligible, you must be:
an Australian citizen
an Australian Permanent Resident (holder of a permanent visa)
a New Zealand citizen
and are any of the following:

under 20 years of age
seeking to enrol in a Foundation Skills List course (and do not hold a Diploma or above qualification or are receiving core skills training in other sectors)
seeking to enrol in VCE or VCAL
seeking to enrol in an apprenticeship
20 years and older and ‘upskilling’ by seeking to enrol in a course at a higher level than your existing qualification.

Please note you are eligible to commence a maximum of two subsidised courses at the same qualification level in your lifetime. This restriction applies whether or not you complete the course.

You are eligible to commence a maximum of two government subsidised courses in any calendar year as long as you are not doing any more than two courses at any one time.

The Australian Apprenticeships/Traineeships Incentive Program provides a number of incentives to assist employers who take on an Australian Apprentice/Trainee, particularly where the Australian Apprenticeship is in a trade experiencing a skills shortage.  To qualify for this funding you:

  • Cannot be a director or owner of the business.
  • Must be a permanent employee (no casuals or volunteers). Part-time employees must work a minimum of 13 hours per week.

What is an apprenticeship or traineeship?

A traineeship is a training contract between an employer and an employee in which the apprentice/trainee learns the occupation or trade. A traineeship can be undertaken on a full-time or part-time basis and can be used to learn new skills and/or further develop skills industry. Traineeships include structured, off-the-job training or workplace-based training organised. Successful completion will lead to trainees receiving a nationally recognised qualification.

Who can become an apprentice or trainee?

Apprentices and trainees can be anyone of working age who is suitable for employment in the particular industry. They must also:

  • be an Australian citizen, or
  • be a permanent resident, or
  • hold a temporary resident or working visa, or
  • have a temporary protection visa.
