Vocational education and training is a great way to gain new skills and upgrade existing skills. Government subsidies may be available for eligible students.


The Skills First Program makes vocational training more accessible to people who do not hold a post-school qualification, or who want to gain a higher level qualification than they already hold.

To be eligible, you must be:
an Australian citizen
an Australian Permanent Resident (holder of a permanent visa)
a New Zealand citizen
and are any of the following:

under 20 years of age
seeking to enrol in a Foundation Skills List course (and do not hold a Diploma or above qualification or are receiving core skills training in other sectors)
seeking to enrol in VCE or VCAL
seeking to enrol in an apprenticeship
20 years and older and ‘upskilling’ by seeking to enrol in a course at a higher level than your existing qualification.

Please note you are eligible to commence a maximum of two subsidised courses at the same qualification level in your lifetime. This restriction applies whether or not you complete the course.

You are eligible to commence a maximum of two government subsidised courses in any calendar year as long as you are not doing any more than two courses at any one time.

You can check your eligibility using the simple tool ‘ Victorian Skills Gateway Eligibility Indicator’ to identify if you maybe eligible for government subsidised training.

The Australian Apprenticeships/Traineeships Incentive Program provides a number of incentives to assist employers who take on an Australian Apprentice/Trainee, particularly where the Australian Apprenticeship is in a trade experiencing a skills shortage.  To qualify for this funding you:

  • Cannot be a director or owner of the business.
  • Must be a permanent employee (no casuals or volunteers). Part-time employees must work a minimum of 13 hours per week.

What is an apprenticeship or traineeship?

A traineeship is a training contract between an employer and an employee in which the apprentice/trainee learns the occupation or trade. A traineeship can be undertaken on a full-time or part-time basis and can be used to learn new skills and/or further develop skills industry. Traineeships include structured, off-the-job training or workplace-based training organised. Successful completion will lead to trainees receiving a nationally recognised qualification.

Who can become an apprentice or trainee?

Apprentices and trainees can be anyone of working age who is suitable for employment in the particular industry. They must also:

  • be an Australian citizen, or
  • be a permanent resident, or
  • hold a temporary resident or working visa, or
  • have a temporary protection visa.

Learn to Make a Difference Scholarship

Education Institutes, 'Learn to Make a Difference' Scholarship waives the tuition fee requirements for eligible individuals. The purpose of this scholarship is to assist those whose main barrier to further education is the financial commitment. Education Institute will issue a maximum of 4 scholarships per financial year across our public courses:

  1. CHC50113 - Diploma of Early Childhood Education and Care
  2. HLT33115 - Certificate III in Health Services Assistance (Operating Theatre Technician)
  3. CHC43415 - Certificate IV in Leisure and Health

To be eligible, you:

  1. Must not be eligible to access government funding via the Skills First Program.
  2. Must demonstrate genuine need for tuition fee assistance.
  3. Must meet all other suitability assessments. This includes suitability for course and industry at Pre Training Review and Language, Literacy and Numeracy Assessment.
  4. Must not be on a student visa
  5. Must be able to demonstrate Genuine Financial Hardship – Without the tuition fee assistance you would not be able to undertake this course. The primary barrier into entering education is the tuition fee cost.
  6. Must have a current concession card
 AND you must fall into one of the following categories:
  1. Enter a new industry – You wish to begin work in a new industry.
  2. Career Change – You are looking to change careers.
  3. Return to Work Scholarship – You have been unemployed for a minimum of 6 months and are looking to obtain a qualification to assist you in returning to work.

Scholarship Applications are assessed on an ongoing basis. The first stage is to submit the online scholarship application form

You will hear within 4 weeks if you have been shortlisted and invited to interview. At the interview you will be required to undertake a 30 minute Language Literacy and Numeracy Assessment to ensure you have the skills required to undertake your chosen course. Please note, if successful at interview, you will need to attend a Pre Training Review where you are assessed for suitability and provided key course information.

After the interview you will be notified of the outcome within 4 weeks.
